A car’s catalytic converter was reported stolen between Monday and Wednesday while it was parked in the 900 block of South Fourth Street, Champaign. The estimated repair cost is $800.
At 2:40 p.m. Thursday at his place of employment in the 1400 block of West Washington Street, Champaign, Kirby D. Higgs, 49, of Urbana, was issued a state of Illinois notice to appear in court for public indecency. Investigators identified Higgs as the person who was seen Nov. 10 parked at a gas station in the 0-100 block of East Green Street and touching his genitals in an obscene manner as people walked by his vehicle.
