Decker, 39, of Sadorus, Illinois, was arrested at 9:16 a.m. Monday in the 0-100 block of East Green Street, Champaign, for theft and on a Champaign County warrant for failure to appear in court. Police initially were called to check on Decker, who appeared to be living out of a tent in an apartment parking garage. Decker previously had been identified as the alleged offender in a separate incident involving a vehicle stolen Sept. 7 from the State Farm Center parking lot, 1800 S. First St., Champaign.
