Charleston man arrested for sexual abuse, unlawful restraint

CHAMPAIGN, Illinois – A 23-year-old Charleston, Illinois, man was arrested Friday after he allegedly invited an Illinois student into his vehicle and then engaged her in nonconsensual touching and kissing.

Security camera footage and automated license plate readers helped investigators quickly identify the offender.

As of Tuesday, Hatammyrat Hudaynazarov was being held at the Champaign County Jail after being arraigned Monday on charges of aggravated kidnapping, aggravated criminal sexual abuse and unlawful restraint.

Police initially were called at approximately 3:30 a.m. Friday by an Illinois student who reported that she had entered Hudaynazarov’s vehicle in the 0-100 block of East John Street, Champaign, thinking it was an Uber to take her home. Hudaynazarov allegedly began driving in the wrong direction, made suggestive comments, and then engaged in physical acts. Hudaynazarov locked the doors each time the woman attempted to leave the vehicle.

The student escaped the vehicle when he slowed for a red light on Green Street. She approached a separate group of people who walked her home, and then a friend called police.

A University of Illinois Police Department telecommunicator found security video footage of the student exiting the vehicle on Green Street and was able to work backward to connect the vehicle in the video to an entry on an automated license plate reader in the area. The license plate number was connected to Hudaynazarov.

A U. of I. police officer went searching for the vehicle. At 8:11 a.m. Friday, the officer found the vehicle and Hudaynazarov near Kirby Avenue and Neil Street, Champaign. In an interview with police, Hudaynazarov said he did provide a ride, but denied that any sexual activity occurred.

Hudaynazarov is not affiliated with the university and said he came to campus from Charleston to drive around.
